Αργότερα την ίδια χρονιά, μετατέθηκε στο Κέντρο Εκπαίδευσης Υλικού Πολέμου (ΚΕΥΠ) στη Λαμία, όπου ανέλαβε τη θέση του Διευθυντή του Σταθμού Επανακτησίμων (ΣΤΕΠ). Ο κ. Βούτσινος ομιλεί Αγγλικά και Γαλλικά και είναι απόφοιτος του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών, με πτυχίο στο Τμήμα Μεθοδολογίας, Ιστορίας και Θεωρίας της Επιστήμης. Ο κ.
