Με την ολοκλήρωση της ειδικότητάς του, τοποθετήθηκε ως επιμελητής στην Ψυχιατρική Κλινική του 424 Γενικού Στρατιωτικού Νοσοκομείου Εκπαιδεύσεως (ΓΣΝΕ). Αργότερα την ίδια χρονιά, μετατέθηκε στο Κέντρο Εκπαίδευσης Υλικού Πολέμου (ΚΕΥΠ) στη Λαμία, όπου ανέλαβε τη θέση του Διευθυντή του Σταθμού Επανακτησίμων (ΣΤΕΠ). Ο κ. Βούτσινος ομιλεί Αγγλικά και Γαλλικά και είναι απόφοιτος του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών, με πτυχίο στο Τμήμα Μεθοδολογίας, Ιστορίας και Θεωρίας της Επιστήμης. Ο κ.
