Ο Κουτσοκώστας Ευάγγελος είναι Χειρουργός Ουρολόγος - Ανδρολόγος και διατηρεί ιδιωτικό ιατρείο στην οδό Ευελπίδων 59 στην Κυψέλη. Έχει εξειδικευθεί στη νόσο von Hippel-Lindau στο University Medical Center Freiburg, έχει εκπαιδευτεί στο Σχολείο Ουροδυναμικής της Μονάδας Ουροδυναμικής του Πανεπιστημίου Πατρών, ενώ έχει λάβει πιστοποίηση στην υπερηχογραφία του ουροποιογεννητικού συστήματος στο Γενικό Αντικαρκινικό - Ογκολογικό Νοσοκομείο «Άγιος Σάββας».
