Σπούδασε στην Ιατρική Σχολή του Πανεπιστημίου της Βόννης στη Γερμανία από όπου αποφοίτησε το 1993. Στη συνέχεια μετέβη στο Ηνωμένο Βασίλειο και ειδικεύθηκε εξ ολοκλήρου στη Μαιευτική - Γυναικολογία. To 2001 απέκτησε τον Ευρωπαϊκό τίτλο ειδικότητας στην Μαιευτική και Γυναικολογία. Στη συνέχεια εξειδικεύτηκε για πολλά έτη στον τομέα του Προγεννητικού Ελέγχου και της Ιατρικής εμβρύου στα μεγάλα Πανεπιστημιακά Νοσοκομεία St George’s University Hospital, και King’s College University Hospital στο Λονδίνο. Η εξειδίκευσή της αφορά την προγεννητική διάγνωση συγγενών ανωμαλιών εμβρύου, την εκτέλεση των υπερηχογραφημάτων κύησης αυχενικής διαφάνειας και Β’ επιπέδου καθώς και τις επεμβάσεις αμνιοκέντησης και λήψης τροφοβλάστης. Το 1999 απέκτησε μεταπτυχιακό τίτλο στους προηγμένους Μαιευτικούς Υπερήχους από το Βασιλικό Κολλέγιο Μαιευτήρων - Γυναικολόγων του Ηνωμένου Βασιλείου. Το 2000 πιστοποιήθηκε από το Fetal Medicine Foundation της Μεγάλης Βρετανίας και το όνομά της έκτοτε συμπεριλαμβάνεται στην παγκόσμια λίστα ιατρών που αξιολογούνται κάθε χρόνο και έχουν το δικαίωμα να χρησιμοποιούν το πρόγραμμα της Αυχενικής Διαφάνειας διεθνώς. Ο Πλούταρχος Τζούλης, Ενδοκρινολόγος – Διαβητολόγος, είναι επίτιμος Αναπληρωτής Καθηγητής Ενδοκρινολογίας στην Ιατρική Σχολή του UCL (University College London). Έλαβε τον ιδιαιτέρως τιμητικό τίτλο του FRCP (Lon) από το Βασιλικό Κολλέγιο των Παθολόγων το 2022 σε αναγνώριση της 18ετούς συμβολής του στην πρόοδο της ιατρικής επιστήμης μέσω της κλινικής και ερευνητικής του δραστηριότητας στη Μεγάλη Βρετανία. Επιπλέον του ερευνητικού και διδακτικού του έργου στnν Ιατρική Σχολή του UCL, που συγκαταλέγεται στις 10 κορυφαίες ιατρικές σχολές παγκοσμίως, συνεχίζει το κλινικό του έργο τόσο στη Μεγάλη Βρετανία, εκτελώντας καθήκοντα Διευθυντή στην Ενδοκρινολογική και Παθολογική Κλινική του Νοσοκομείου Whittington του Λονδίνου, όσο και στην Ελλάδα, στη Γενική και Μαιευτική Κλινική ΙΑΣΩ.  

Μετά την εισαγωγή του με πανελλήνιες εξετάσεις και αποφοίτησή του από την Ιατρική Σχολή του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών, μετέβη το 2004 στη Μεγάλη Βρετανία, όπου και εργάστηκε σε κορυφαία Πανεπιστημιακά Νοσοκομεία μέχρι το 2018.
